The speaker decides who may speak and has the powers to discipline members who break the procedures of the chamber or house. The speaker often also represents the body in person, as the voice of the body in ceremonial and some other situations. Councilor Ranger is elected by all members of the council as the fourth speaker.

In every meeting, secretary writes down what each member of council says and creates a "minutes" so the public and those absent can catch up with what happened in the past weeks.
